Those who have doubts , i can tell you:
in Holland we have a law that says that an 18 year old person
that has it's motor driving licence,  may only drive a 25 KW bike for a period of 2 years.

I will get the 600 , tuned back to 25KW (approx 50Hp).
So he may / can practice and learn.

Well, it will definitely be a happy birthday for him. I'm not sure about the 50 HP thing, but will definitely keep him safe. Hope he enjoys the present.
