Not legal to buy a handgun in your name and give it to someone else. You can pay for it and give as a gift so long as the person that receives it is the owner of record. Does not matter if the person receiving it is not prohibited from owning firearms.

Maybe in California or Illinois, I don't know. In the sane states that don't have a registry, it is absolutely 100% legal to buy a gun for someone as a gift, as long as they are not paying you for it and you have no reason to suspect that they are ineligible for ownership. Needs to be in the same state to be safe, and no, you don't need to give their name or file another form, federally speaking.

This is often how kids under 21 can end up with handguns, their parents buy it as a gift. 100% legal, again, federally speaking. Your state may vary, but in most this is as legal as buying a gun private party w/o a form.
