I think the motorcycle operator's test varies from state to state over here. In colorado you go to the dept of motorvehicles and pick up a operator's book and study the basics. Then to get your learner's permit you take a written test going over the book's contents. With the permit you can ride on any public roads as long as you are within site of a licensed rider (same bike, different bike, in a car, standing on the curb). If under 18yrs old you have to keep the permit for I think 3 months and log so many hours of operation. But, if over 18 you can turn around and make an appointment for the driving test the day after you get your permit. The test consists of a main box lined off and there are courses within the box and at no time can you go outside the box while performing the assigned tasks. The first is a ride down one side of the box make a wide u-turn (no footdowns), up other side and stop with front tire within a 1.5X2ft box at any speed. Next is a 5 cone slalom, cones about 8 ft apart, make a wide u-turn, up other side, then a narrow u-turn (10-15ft diameter turn), straighten out and make a stop. Then you accelerate from a specified spot up to 12-18mph within 30ft, maintain it for 30ft and at a designated line make an emergency stop (you can lock your brakes) within 10ft at 15 mph. Each ft over is 1pt deduction. Then you do the same again but instead of stopping you do an aviodance swerve within designated cones and lines. Stall the bike:3pt ea. Foot down:3pts ea. Outide designated lines:3pts ea. Now if you accumulated less than 11 points total, YOU HAVE A LICENSE! They don't care about shifting, normal traffic situations, handling of the machine at speeds in excess of 20 mph. You have a license and from day 1 can drive anything you want.
