Pump can get clogged. But what I am hearing is the pump never shuts off. Correct I think it could be a issue or just a custom wiring job. You are gonna pull the tank and pump.

I pulled the pump and i had checked the screen there were many rubbery particles in the screen pf the pump..

That would for sure cause it not to prome properly. If the fuel would not pass through the filter enough to charge the system.
