question about buying/selling here on the .Org....need your opinion

USPS says they can't track packages with only a receipt. The tracking option would have had to have been elected. It wasn't.

Do you still have the receipt ???

If you are positive that the item was never recieved, you should refund the buyer's money.

The buyer held up their end of the deal - providing payment. In this case, ensuring that the item that they paid for is shipped safely is up to you.

In the future, you could also add a shipping/insurance charge to the total cost of the item to recover those costs.

You never know about usps..... I've had items show up 30-40 days late. Once after the guy refunded my money because I paid for priority with delivery confirmation and he failed to do so. He sure was surprised when I sent him paypal back to him again saying the item made it. I just flat will not ship without some sort of confirmation and usually use fedex ground.
