Where does the money come from to pay for the common area cleaning if there aren't any dues?
Clean up was part of a Block Party and voluntary. Easy to get high school kids out there for a few hours since community service is required to graduate. They have had parolees and people who opt for community service to pay for traffic fine do it. Also, you used to be able to request money for landscaping common areas as a part of the last mayor's "City Beautification Project". I don't think these funds are still available with all the budget cuts.
I don't know how they do it now since they were forced by the city to absorb a few other neighborhoods that aren't connected.
