Could very easily have blinded someone or worse. I've played paintball with my son countless times. Using cheap rentals if you get hit in an uncovered area it HURTS! It'll bruise you good for a week or two. A tax payer funded cop paintball gun most definitely had the largest tank possible and velocity to match as well. They didn't care.
