I like the idea of encouraging training. But to make it a requirement, you'd also have to make it free of charge. Because you cannot cost a right out of reach of some citizens. And then if it's free (free to the trainee) training, the next question would be how to fund the program...Require training and insurance for gun ownership.
Those two rights exist concurrently. I'm not aware of one trumping the other, and I also don't understand your fear of being hurt by legal gun ownership. Have you experienced an issue with it in the past?I don't get how your right to have a gun is more important than my right to not be hurt by your weapon.
